A reel machine is specified by a document that lists every symbol on every reel, the weight attached to each stop, the paytable, and the resulting arithmetic: the theoretical return, the hit frequency, and the volatility. This specification does the same job as the thirty-six-cell grid for two dice—it is the complete probability model of the game—but it is far larger and, unlike the dice grid, it is not visible from the outside of the machine.
Everything the player sees is a rendering of that document. The reels are a display convention, not a mechanism; the outcome is selected first and the animation shows it afterwards. Understanding this inverts the intuitive causal story of a machine, and it makes clear why nothing about the timing, force or manner of a player's input can affect the result.
Weighting and the near miss

Symbols on a display reel are not equally likely to be selected, because the virtual stops behind them are weighted. A high-paying symbol may occupy one visible position while being assigned a small fraction of the weight given to an ordinary one. This decouples the visual frequency of a symbol from its actual probability, and it is what allows a designer to place a very large payout on a combination that appears attainable while being extremely improbable.
The same mechanism produces near misses: outcomes that display a high-value symbol adjacent to a winning line more often than uniform weighting would generate. This is a presentational consequence of the weighting rather than a separate feature, and it is one of the areas that testing regimes and licensing conditions have addressed in various jurisdictions, because the display is conveying an impression of frequency that the underlying model does not support.
Return, hit frequency and volatility as three separate dials

Theoretical return is the proportion of stake returned on average over the machine's whole cycle. Hit frequency is the proportion of plays returning anything at all. Volatility describes how widely results scatter. These three are largely independent design choices, and the combination chosen determines the character of a machine far more than its theme or artwork.
A high hit frequency with a low average multiple produces frequent small returns, many of them smaller than the stake that produced them; a low hit frequency with a large top multiple produces long empty stretches. Both can be built to the same theoretical return. A reader comparing two machines by their return figure alone is comparing one dial out of three, and it is often not the one that determines what a session looks like.
Cycles, not schedules

The theoretical return of a machine is computed across its complete cycle—every combination weighted by its probability—and that cycle is typically enormous. It is not a schedule, and the machine is not working through it in order. Each play is an independent selection from the same distribution, so a machine that has paid nothing for a long stretch is in exactly the state it was in at the start, and one that has just paid its top prize is too.
This is the same independence principle set out earlier, restated for the game family where it is most often disbelieved. The stated return is a property of the model over an idealised complete cycle; it is not a promise about any machine, any day or any player, and the number of plays needed for observed results to approach it is far larger than any individual will ever produce.
